Summary
The purpose of this longitudinal study was to compare the achievement scores and consumer satisfaction of a school district which is participating in Missouri's Caring Communities and Accelerated Schools, to those of another school district which is not presently participating in either reform initiative. Missouri Mastery and Achievement Test, MMAT, scores in the areas of language arts and mathematics were examined for four cohort groups of students for three years. Student subjects were second or eighth graders in 1995, who remained in their respective school districts for the next two years and took the MMAT in 1995, 1996, and 1997. A three factor experiment, repeated on both student level (elementary vs. secondary) and years was performed. Consumer satisfaction was evaluated utilizing parent and Board of Education responses to selected items in questionnaires distributed by the Missouri Department of Elementary and Secondary Education in school year 1995-1996. Responses were examined to determine significant variances by independent t tests (three items) and a chi-square test for corespondence of obtained and expected frequency distribution (one item). Students in the school district that is not currently participating in Missouri's Caring Communities initiative or an organized school reform program performed significantly better on the mathematics portion of the achievement test. Significant differences in mean mathematics scores were also found over time, and in the interactions of school type over time, elementary vs. secondary performance over time and school type over time by student level (elementary vs. secondary). In the area of language arts, there was a significant difference over the years examined and student level over time. Of the fourteen null hypotheses tested relating to school performance, seven were rejected. Consumer satisfaction ratings by Board of Education members and parents in both districts were similar. The majority of parents in both districts gave their respective school districts a "C" and felt that their schools had improved in the last five years. The district which is participating in both Caring Communities and school reform Board of Education members, however, expressed significantly more concern regarding the ease with which the community can provide input into the educational process than did Board members at the contrasted school district
