Summary
Purpose of the study . The purpose of this exploratory study was to develop an understanding of the impact of principal leadership on teacher perceived empowerment when factors of school culture are viewed as mediating variables. Although school leadership, teacher empowerment, and school culture have been the subjects of many studies and articles relating to school improvement, a collaborative culture has rarely been considered as a precursor to and a necessary condition for teacher empowerment. Procedures . This study included eight elementary, twenty-one middle and eight high schools involved in a systemic school improvement project in Missouri. Teachers in each school were surveyed on numerous aspects of the school including the principal's leadership behaviors, school culture, and perceived teacher empowerment. Four hypotheses were tested using Pearson product moment correlations, partial correlations, and multiple regression with backward elimination. Findings . This study not only confirms the importance of the role of principal as instructional leader, but expands the role to include that of shaper and maintainer of school culture. Because the path from principal leadership to teacher empowerment passes through the school's culture, the principal must be not only a strong instructional leader, but a collaborative and caring one. This study of principal leadership, school culture, and teacher empowerment supports the necessity for the blending of instructional, transformational, and pedagogical leadership for collaboration and empowerment. Leadership behaviors analyzed in this study did not directly impact teacher empowerment. In addition to initiating shared decision-making, professional growth, or other components of teacher empowerment, a principal must work to shape the school's culture as a means to promoting teacher empowerment. Principal leadership behaviors reported in this study were similar to and different from behaviors reported in previous research findings. Rather than negating any research that has come before, this study serves to support, add to, and compliment those findings
