Violence is endemic to all societies across the world. It has also been resorted to as a means of politics. Riots are a type of victim-defined political violence with which a contemporary society has to deal. In this dissertation a comparative study of political violence has been undertaken with special reference to riots. The Los Angeles riots of 1992 have been compared with the Delhi riots of 1984. There are a number of themes common to the two case studies. Both the cities had prior experience of riots. Whereas Los Angeles had riots caused by factors related to race, Delhi had violence arising out of communalism. In both the situations the state, especially one of its important institutions, the police, was called upon to play a decisive role. This study takes a closer look at the response of the police in the two cases of riots. In both the cases absence or lack of timely action by the police aggravated the situation. A successful performance of the police, however, depends on several other factors: stewardship, organization and planning, intelligence gathering, logistics, funding and above all political determination and leadership. The police in both the cities were found wanting in all these areas. Thus, they were largely responsible for allowing the riots to escalate for four to five days causing enormous human and material damage. In addition to an institutional enquiry into the working of the police in Los Angeles and Delhi, this study evaluates the two cases against the popular theories of riots. Whereas all theories help us understand riots in general, not one theory can claim to give a complete interpretation of the two riots under study. Furthermore, since riots are somewhat related to the larger problems of racism and communalism, their remedy can't be found solely in the hardware approach often advocated for the police system. Along with a package of socio-economic programs, the method of community policing will have to be continued to effectively counter the recurrence of riots
