This dissertation examines conflicts that occur across organizational boundaries. Specifically, interactions at the interpersonal level between provider organizations (physicians and their staff) and the representatives of managed care organizations (MCOs) are examined in order to understand better both the conflict process and the organizational influences on conflicts at the interface between organizations. The first part of this two-part dissertation is a hypothesis development study that consists of 32 in-depth interviews about these health care interactions. These interviews are used both to develop descriptions of the conflict process at this interface and they are also used in conjunction with the literature to develop hypotheses. Specifically, the power of MCOs, types of issues, previous interactions, incentive structure, and status of the managed care representative are expected to influence the intensity of emotional response to the incident and the frequency of problems or conflicts. The power of the managed care organization and the quality of previous interactions are also expected to influence the behavioral responses of managed care representatives. The second study tests these relationships using a combination of both interviews and surveys, finding that power does influence behavior. Respondents from organizations with fewer members reported using more compromising behaviors during conflicts. Status differences between parties were strongly related to intense emotional responses to problem incidents and the extent an incident was considered a conflict. More intense emotional responses occur when a lower status managed care representative blocks a desired action of a higher status provider (physician). When parties have had previous negative interactions, both sides report experiencing more negative emotional responses during the current incident. While emotional responses may be more negative, their reported behaviors during the incident are not affected by negative past interactions, suggesting that organizational policies and procedures may constrain the behaviors used in actually managing the conflict
